Infolet Section says Refresh to Load after Login

Infolet Section does not load Infolets by Default

We are on 19C and on news feed. I have enabled HCM infolets and infact made couple of infolets. But What I see when I login is a Refresh button to load Infolets.

Not sure why it does not load automatically. Is there a setting or somekind of a bug ?
