Can a Global Temporary Assignment (GTA) own a Succession Plan?

Summary

Because our GTAs have one Active and one Suspended profile, we are having problems making them the owners of succession plans.

For example, John Doe is a GTA (Global Temporary Assignment) and therefore has two Fusion accounts, one Active and one Suspended. The Suspended account is the Primary Work Assignment -- since John Doe will eventually return to this position -- while the Active account is actually not primary. The problem is that when we try to set up a Succession Plan, it is not possible to designate John Doe as the owner of the plan since his org chart (and most other information) is in his Suspended (but Primary) account.
