I'm having issues provisioning an instance of ATP in my free tenancy

Every time I provision my ATPfree instance, it becomes unavailable

I get this error message every time I provision an ATP instance:

The Autonomous Database Operation Failed Due To An Unknown Error. Refer To JobId 9170004d-71d3-400f-bc1e-312797fe2caf And WorkRequestId Ffa82987-0d52-41e1-bffb-b107ec1a46c2 When Opening A Service Request At My Oracle Support.

Can anyone help as I don't have an Oracle Support account as I'm just signed up for free credits for Oracle Cloud?
