Attachments links on the Expenses Line Details section has inconsistent behaviour

This is when opening a saved expense report where some lines have attachments.

1. When opened, the expenses line details section shows the link to add attachments with a star. The problem is star is hard to notice.

2. I click on the add attachment link

3. the attachment is already there.

4. when section is refreshed, the "add attachment" link is gone. It is replaced with the number in parenthesis. (1).

Why this inconsistent behavior? 

Can the section just show the number where attachment exists and add attachment where there is no previous file?
