Plan Type has three Plans under it and employee should be able to select 1 of each

For open enrollment there are two new plans for dependent life options - a Spouse plan and a Child plan. We want the employees to chose an option in one or both of the plans. I added a Waive - Dependent life plan and set it to the default plan. However when one chooses a Spouse option and Child option the error that too many plans of the plan type Dependent Life are checked
