Flagging a Candidate as "Do Not Hire"

Under "Manage Enterprise Recruiting and Candidate Experience Information", we have the option to "Do not send emails to candidates flagged as do not hire".

How does one flag a candidate as "do not hire" with ORC?

I have not been able to find any information on this through the implementation documents or through Support.

Any guidance is appreciated!
