History of alert notifications sent to a specific employee

Can anyone share how we can regenerate an alert notification that was sent to an employee leaner?  I know I can toggle a new one to go out  but I'm looking for proof that one went out in the past with the time/date stamp.

Also, is there a report or way to search by individual learner of all the system-generate alert notifications that would have gone out to an employee? 

Under Tools >> Alerts Composer >> Alerts History  I see all that were processed but they aren't easily identifiable to which employee.  Is there a way to search and export/reproduce the alter?  The dashboard lists ALL the alerts.  We have 20,000 employees.  I cannot physically open each one to find the person I'm looking for.
