Reverse DNS

I would like to set a reverse dns for a public IP address. Which is given to me by oracle with my compute instance.

I have gone through the oracle documentation to setup reverse dns.  (https://docs.cloud.oracle.com/iaas/Content/DNS/Tasks/reversedns.htm)

Whenever I follow the documentation I get an error that the resource already exists.

I am trying to create a zone with following address:

"80.161.238.140.in-addr.arpa"
