I have an API Integration and 69 dynamic groups that assign learning plans to people based on location, job title, etc.  This has worked with little issue since we launched in 2015 and since we switched from Boomi in Jan of this year.  I have begun receiving calls about people not being assigned anything at all.  Upon researching it, I have found over 100 people who are all being assigned learning plans differently.  Some are not getting anything at all, some are getting 1, some are getting 8 out of 10 Learning plans, I can't find the common denominator in
