Costing Positions using HDL

I currently use PBL to cost positions on a weekly basis. I'm working on a project to transition current PBL processes to HDL. I have written a data model that returns all positions that have no costing and outputs data in the HDL format to be loaded. However, testing these loads has not yielded success. I keep getting the error:

Object {OBJ_TYPE1} for the source type {SOURCE_TYPE1} with source name {SOURCE_NAME1} in the legislative data group {LDG} cannot be created.

Object CostAllocation for the source type POS with source name :POS000004380,US Legislative Data Group, in the legislative data group US Legislative Data Group cannot be created.
