Best Fit Algorithm & Competency Ratings

Where multiple parties have rated a competency, which score is used in Best Fit?

We have configured Skills and Qualifications to display both Self and Supervisor ratings of competencies.  Where both employee and manager have rated the same competency, how does the Find Best Fit algorithm use the multiple scores?   Is there a priority (i.e. if Self only, uses Self; if Self & Supervisor, Supervisor's rating is used)?

We're testing Enhanced Talent Profile and currently on 19C.
