User unable to enter current date when creating Expense report

User was trying to submit expenses report.

When entering the date (for ex 10/22/19) , the system showed they can only pick a date between 4/9/18 - 9/21/19.

This issue has happened for multiple users. Response from Oracle is to clear the browser cache and try again. Wondering if other customers are running into this issue. We are hoping there's a better solution than asking users to clear their browser cache.
