Selecting the Pre-Auth from Expense Report, the text is overlapped

When selecting a Pre Authorization to an Expense Report, screen is overlapped

User creates an Expense Report and click on the Attach Pre Authorization link, when it opens the text is overlapped.

You can however, drag from the bottom corner to make the box bigger, but is there another way so that the users won't have to do that?
