Blocking unclear error when attempting to submit an expense to approval

A user is attempting to submit his expense report to approval.

When he clicks on Submit, he receives the following error message:

"An application error occurred. See the incident log for more information.

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident. 18, Server Domain: FADomain, Server Instance : UIServer_as1_03, Application Name : ORA_FSCM_UIAPP"

Do you see what I could check to get an understanding of the origin of this issue?

I run the Expense report diagnostic and could not find anything suspect.
