19D: Update Goal Submission Warning Message

Has anyone had success in updating the text from the Manage Messages area. We are trying to update the new message that appeared in 19D which tracks goals submission - "You're almost there. Ready to submit your changes?". We've found that this message is controlled by HRG_SUBMIT_FOR_APPROVAL_WARN (security and maintenance > Manage Messages) but when updating the Short Text, the message didn't update. Are there any processes which need to be run?
