Dispatch of work orders to Technicians

I would like to know how to create a dispatch list and assign work orders to a technician.

We have a business need where once maintenance work orders are created and released we would like to assign work orders to the team.

For example in  the Building maintenance department  there will be team of 5 technicians and we would like to assign work orders among the 5 team members. If a technician is not available or not show up for work we would like to reassign that work order to another technician. 

Is this functionality currently available in cloud maintenance if so how does this work?
