Goal Sharing Functionality has changed. We had to create an SR for this and found the following information on Goal Sharing:

Me-> Career and Performance-> Goals Shared with Me section is minimized by default. Shared Goals have been moved under this section. 

Administrators are not able to view Shared goals until Worker add these Shared Goals to their Goal Plans using Actions on this Section and selecting "Add as my Goal".

Once Added to worker's Goal plan, Shared goals are visible in Searches.
