Can we use salary basis and element entries only with core HR Licence?

We have only Core HR licence below are my queries.

  1. Is that possible to use salary set up part within core HR without having compensation and payroll licence? If yes what are the boundaries and limitation?
  2. Is that Element entries and salary basis is part of Core HR
  3.  While creating Salary basis element is mandatory , for creating element, element primary classification is mandatory but I could see primary classification is delivered by Oracle with licence for specific country is that possible to add required countries without Payroll licence?
