PTO Accrual Balance

We use Payroll in Oracle EBS 12.1.3. In EBS PTO Accrual and Holiday accrual are part of Payroll module.
We are implementing Payroll in cloud, consultant is saying PTO accrual is not part of Payroll in cloud and it is part of Absence. Is this correct?
If we dont implement Absence how do we calculate the PTO accrual or Holiday accrual. How can employee view their remaining balance in payslip?
