Adjust Budget button is not available for compensation administrator

Hello experts,

I have noticed that as Compensation Administrator I can define budget only if I use the Act as proxy manager task (and in the search button I type the Compensation Administrator name). In this way the Adjust button is available.

However, if I access from My Team > Workforce Compensation I can see the icon Manage Budget, but when clicking on it the Adjust Budget button is not available.

Is it a standard behavior or an Oracle bug?
