New UX: Employee can’t share goals with manager

Summary

In the old UI the employee would share the goal with the manager. Turning on the New UX pages, I don’t see the share option.

Our process is that the employee inputs their goals (in the performance document) and shares with the manager. Then the manager submits to move to the evaluation sections. I don’t see the share icon. What config am I missing? Or is this intended functionality?
