Routing to the same user thrice, Is there a way to to stop it?

Requisition Approvals: We have configured workflows using Job Level Approvals based on Amount Thresholds, and Requester is the starting participant. It is working but there is a skip in User's Job Level. EX: It is routing to Ken > Robert > Robert > Robert (Why does it appear thrice). FYI: Ken is at Level 4, Robert is 7, but Ken reports to Robert. I just guess because we have 2 Levels in between and there is no User, Does it appearing thrice? I am confused.
