Not able to view custom non-free form content type under Target Outcome

Content

Not able to view custom non-free form content type under Target Outcome of development goals.

Even after adding relationship "Is Supported By" "Goals"/"Development Goals" and passing appropriate start and end date we are not able to see custom non-free form content type under Add Target outcome of Development Goals.

I can see only the delivered 3 non-free form content types - Competencies, Languages and Licenses and Certifications
