Multiple element entry count in HSDL for non recurring elements

The Multiple entry sequence should be unique for a payroll period. Currently the Multiple entry sequence is unique at element entry level, not just over a payroll period.

The Multiple entry sequence should be unique for a payroll period. Currently the Multiple entry sequence is unique at element entry level, not just over a payroll period.

When non recurring entries are converted or loaded for next pay period, the sequence should restart from 1. However this is not what we are seeing, system is expecting us to provide the unique number all the time we load the data using HSDL/HDL.
