How can I provide ability for sales reps to create and edit Competitor?

Only sys admins are able to create and edit Sales Competitors in OEC (19C), and we've been told that is by design - although I can't quite figure out the logic behind it.  Has someone found a way to circumvent this other than creating a custom object?
