Requisition approver is not able to view the requisition while trying to open from the notification link

Requisition approver is not able to view the requisition, line managers are the approvers without having procurement request. so they are getting the notification for approver but when they are trying to view the requisition after clicking on the link in the notification, requisition is not opened.

what are the roles required to view the requisition.
