Review of candidates by SME's without Hiring role

Can non-managers review applications, or is downloading pdf's the only option?

A number of our hiring managers draw on the techncal expertise of subject matter experts when reviewing job applicants. However as these SME's do not have hiring delegation they do not have hiring as part of their profile, rendering them unqualified to assist as collaborators.

As far as I am aware the only options are to assign a hiring manager profile to these non-managers, or rely on managers downloading individual pdf's for reviewing off-system. 

Can anyone please recommend options to enable the input of non hiring SME's as hiring collaborators?
