Making Shared/Pushed Development Goals Inactive

We would like employees to be able to make completed goals inactive, even where they did not create the goal themselves.

We would like employees to be able to make completed goals inactive, even where they did not create the goal themselves. For example, we have a number of goals that apply to all employees and are automatically assigned using a scheduled process and related eligibility profile.

When employees try to make these goals inactive they receive an error message stating 'You can't change the goal to active or inactive because you didn't create it. (HRD-4290006).

Is there a way to allow employees to make these goals inactive, or a way we can run a mass process to make a specific goal inactive for all employees?
