19D Goals Responsive Pages are not showing the Submit button for Goal Approval, even that the goal indicates that requires approval

Hi,

19D, We have enabled responsive pages for Goal Management.

When creating a new Performance Goal in the new responsive pages, there's no Submit button to send the goals for approval.

Nevertheless the goals indicates that requires approval through a blue dot left to the Goal Name (see attached screenshot)

Using classic pages, the submit button is there when creating a new goal.

I've browse the page looking for potential personalization that could have hidden the button, but all the buttons I've reviewed are set back to their default values.
