Unable to create organization goal

User with delivered Executive Manager role cannot create organization goals

Hello All,

We are on 19D and noticed that the user cannot create a performance goal as an organization goal ( Application throws an error - The goal cannot be published because it is not an organization goal (HRG-3120053))

We ensured the user has the delivered Executive Manager role and has the required security privilege (RG_MANAGE_PERFORMANCE_GOAL_FOR_ORGANIZATION_PRIV) and the admin profile (HRG_ENABLE_ORGANIZATION_GOAL) is also set.

Would appreciate your thoughts on resolving the issue.
