While trying to follow the getting started instructions in https://docs.cloud.oracle.com/iaas/Content/GSG/Tasks/launchinginstance.htm I come across the following error when I go to create an instance:

Change Network Settings

Something went wrong with the last request, but you might be able to fix the problem.Ask your network administrator to allow network traffic over HTTPS. Usually this involves updating network proxy settings. If that doesn't work, please contact support.

If I follow the link to contact support, it suggests I post here, so I am.

I have no proxy settings on my machine, and I have no issues with other HTTPS sites, as evidenced by my posting here.
