Preventing Overlapping Entries of the Same Time Type

This manifests in several scenarios, and appears to continue in the Responsive UI (NUX) for Time Entry. See scenarios below. Does anyone have any insights into configuration to prevent overlapping reported time based on time type? Alternatively, or in addition to this, has anyone generated useful detective reporting so central offices can better support time-approving managers and catch innocent or malicious time-based theft?
