Unable to clear Pending Action Item Message - "Dependent Requires Legislative Identifier".

Employee has a pending action item for "Dependent Requires Legislative Identifier" but both of the employees dependents have SSN's. Not sure why this is still showing as a pending action for the employee. Searched Customer Connect and SR Knowledge area with the action item message but no luck. Please advise how to remove pending action item since the dependents aren't in fact missing SSN's.
