Multiple level credit limit check

Can there be multiple level credit check defined?

We would like to perform a multiple level credit limit check.

Is there a way to check credit limit from the site level as first pass. If thats unspecified, then check the account level.. If account level is unspecified, then check party credit limit, if unspecified, check party profile credit limit (If thats even a thing). 

If this check is not out of the box, can an extension be written to perform those check and is the open balance available by site as well?  I've found documents that indicate that open balance by account is available.. but not sure if it can also filter by site.
