Difference between Manage Compensation and Administer Compensation Quick Actions

The Quick Actions under My Client Groups in 19D show both buttons - Manage Compensation and Administer Compensation. Does anyone know the difference between the two and why they are both available under My client groups (which is typically available only for HR Admins?)
