Is there a functionality to define negative cost factors in Cloud Sourcing?

Hi to all and thank you in advance for your answers.

In Oracle EBS Sourcing, Rel 12.2.2, there was functionality to add Negative Cost Factors to negotiation line (Doc ID 1564889.1).

In Cloud Sourcing i don't see such functionality.
We have requirement from the customer to enable decreasing line price, since one supplier will buy off an old equipment, and because of that that his total quote price will be lower.

It is not acceptable that supplier just enters decreased line price.
There are two suppliers, and both of them are offering the same price.
