Best App Oracle to Development Extensions, Widget & Others

Summary

"Oracle Visual Builder Cloud Service" or "Oracle Java Cloud Cloud Service"

We want to use "Oracle Visual Builder Cloud Service" to develop and publish Extensions, Widget & Others but there is also "Oracle Java Cloud Cloud Service" that we understand can be done by ADF but I don't know if it is the best or if it is correct to use it for this.

On the other hand I understand that the route of Oracle for these developments is to go by OVBS.
