We are encountering an issue when a worker is trying to align a goal that was created to a manager goal.

We are encountering an issue when a worker is trying to align a goal that was created to a manager goal.  I believe there used to be a privilege called Shared Performance Goals List of Values Privilege.  Does anyone know how to add this to security?  I have already enabled Alignment through Profile Options.  Thank you.
