I created an Autonomous Database, transaction processing workload, serverless deployment, not always free.

We are not using a proxy.  I've made sure the wallet location does not have a space in the directory path (Doc ID 2408339.1).  The password also does not have an @ sign (Doc ID 2498187.1).

I followed instructions at https://docs.cloud.oracle.com/iaas/Content/Database/Tasks/adbconnecting.htm (downloading wallet, updating sqlnet.ora & tnsnames, etc) but am getting the following error using sqlplus: ORA-12154: TNS:could not resolve the connect identifier specified and tnsping returns error: TNS-12560: TNS:protocol adapter error
