Compute Instance has lost its public IP

I have been using OCI for 2.5 months. I am on the (always) free tier. I have a compute instance (Ubuntu Linux) for almost 2.5 months. This instance had no problems until recently. This week I noticed that "Public IP Address" was "Unavailable" on the OCI console, although I had no problems connecting to the instance with the already known public IPv4 address.

Yesterday, the instance connectivity was lost unexpectedly. I haven't done anything in the instance or OCI console. Today, I noticed that still the "Public IP Address" is "Unavailable" and the instance is still not accessible from the Internet. I rebooted the instance, but nothing changed. I can connect to the instance's console, which seems to be running OK and displaying the usual Ubuntu login prompt. But, since my default Ubuntu user has no password, I cannot login to my "ubuntu" user from the console.
