Hello I'm trying to access ANY Fusion HCM Cloud based rest API from the VBCS application as we need to build some custom apps and am getting a credentials error

I've tried different users too ... I'm trying to access this web service /hcmRestApi/resources/11.13.17.11/emps. Since we are on the 11.13.17.10 version so I'm using that to make the call but for some reason I can't make it work.

Is there some setup that needs to be done on the HCM Cloud side to make this work ? Or on the VBCS side ? FYI They are not on the same domain
