Approve Talent Profile Content Payload Attribute Details

Hi Team,
Our requirement is when manager update subordinate 'Competencies' via My Team -> Team Talent -> Select subbordinate -> Skills & Qaulifications.
Approval should go to Manager's Manager or HR representative. I checked Attribute2 is using "PERSON_APPROVAL_REQD", can we have something, if manager initiating transcation & it should go to approval.
