ATP - receiving 503 Service Unavailable while starting sql developer or Apex

not able to access sql developer and Apex

ATP Database is up and previously both sql developer and Apex were connecting to it with no problem. currently receiving error "503 Service unavailable"  and  below message. This is a always-free  instance. 

The connection pool named: |ocid1.tenancy.oc1..aaaaaaaasaubnllb44x5cdtkrecdb3cpjdtte2oyicivdkt7mt2w74nws6ia-mreport|re| is not correctly configured, due to the following error(s): Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: Cannot get Connection from Datasource: java.sql.SQLRecoverableException: No more data to read from socket"

 

Any idea what can be the reason for this?
