Scenario is for creating (or updating) a new (or rehire) employee HCM.  The data to be uploaded is personal info from the employee and job related info extracted from Taleo.

Saw this A Team article Loading Workers and Users into HCM Cloud from July 2019 suggests that API is the way to go but also mentions that it was under controlled availability at the time the article was posted.

So checking here that API (not HDL) is the recommended approach when processing one employee at a time.
