Development goals in Performance Goals module

We are considering adding development goals to our performance process (again). We have not rolled out Career Development module yet. The idea is to add a "Development" option to the performance goal category field and have employees to create development goals in the Performance Goals module.
Question: would it be possible to migrate/transfer development goals from the Performance Goals module to the Career Development module if we roll out Career Development later in the year?
We are still on Classic UI, but planning to enable RUI in Q1 of 2020.
