EL to hide a field conditionally on Talent Profile Is Not Working

I used following instruction to hide a field conditionally for different section but it's not working. Is there anything missing?

 

SectionID Query: SELECT SECTION_ID, NAME FROM FUSION.HRT_PROFILE_TYP_SECTIONS_VL WHERE TEMPLATE_BASED_SECTION_FLAG = 'Y' ORDER BY NAME

 

Sample EL Expression – use correction SectionID for each content section: #{row.bindings.SectionId == ' ' ? 'CustomLabelName' : row.bindings.EvalComments.label }
