How to update mileage rates in FUSION?

Hi,

I go through the "Manage Policies by Expense Category" route, click on Mileage,  click on "Edit rates" and I get a blank Excel file downloaded with no headers.

What roles do I need to enable me to actually edit mileage rates properly? Am I doing it via the correct avenue?
