Managers,Worker, HR Specialist,Peers and all other stake holder can rate a worker for their competencies

I would like to know, Competencies rated/added by which role will be used in

1)Profile Comparision

2)Best Fit

3)Competency Gap Chart

Kindly provide an explaination if you can
