Account End Date calendar works sporadically

The End Date calendar glitches when editing an Account in the Chart of Accounts Value Set Values

Two issues with the Chart of Accounts Value Set Values for Accounts:

1. The end date was set to 12/31/2019, but that kept AP from using that account for a December invoice, trying a date of 12/31/2019 or 12/30/2019.

2. The pop-up/drop-down calendar for the Account End Date is unpredictable:

     closes before a selection can be made

     does not take the date selected, and may not take it for 3 or more tries to select the same date

     takes the date selected, sometimes on the first try, sometimes on subsequent tries
