Best way to track department goals

Our company is looking for a way to track department goals for incentive purposes. We want individuals to be able to see the goal progress and comments but do not want them to be included in the performance rating for individual employees. Right now, the best option I have come up with is to include them on each employees performance review without assigning a weight to them. 

Does anyone have any ideas for a better way to track department goals in TBE?
